City flats linked to shooting and parties closed by judge

TWO flats linked to a shooting on New Year's Day and used for parties involving more than 100 people at a time have been closed by a court judge.

The properties in Hartley Road, Radford, were ordered to be closed for three months by Judge Tim Devas at Nottingham Magistrates' Court following a closure order application by Nottingham City Council.

The court found the flats' owner and landlord, Delroy Messam, from Bulwell, and his tenants guilty of engaging in anti-social behaviour, resulting in significant and persistent disorder and serious nuisance to members of the public.

Mr Messam, 40, has been banned from entering the property and/or renting it to tenants for three months.

The Post reported last month how detectives investigating gun shots fired in Hartley Road on January 1 were keen to speak to people attending a party at one of the flats around that time.

The shots struck a building in Alfreton Road. No one was injured.

A 27-year-old man arrested in connection with the incident has been released on police bail, pending further enquiries.

Richard Antcliff, Head of Community Protection Neighbourhood Enforcement at the council, said: "Witnesses stated that there were parties with upwards of 100 people appearing at the premises at each event and door staff taking charge of the entry.

"There were also mobile burger vans outside the premises selling fast food and drink."

Complaints were made to the police and council's Community Protection department about parties taking place on 16 separate occasions between August 2010 and January 2011.

Complainants described music being played until 6am in the morning and drug paraphernalia such as small plastic bags, rolling tobacco papers and hypodermic needles being left lying on the street.

"Music levels were very high, with specialist speaker equipment being used for each event," added Mr Antcliff. "Other disturbances included people shouting, beeping cars horns, cars being raced about and vomit, urine and rubbish being left in the street following the parties. Cars were also illegally parked on the road. "

City Council leader Jon Collins said: "The residents of Hartley Road deserve to be able to enjoy their homes peacefully without having to put up with noise nuisance and anti-social behaviour.

"Mr Messam behaved irresponsibly and we are really pleased that the courts decided to impose this penalty."
