Plans to turn Hull's former LAs nightclub into a youth facility have been backed by councillors.
The 6.2 million event and activity centre for young people will provide a performance venue, workshops, dance studios, sports areas, office space and a caf.
Activities for young people aged 13 to 19 will include art, dance, drama, music and filming.
At a meeting of the planning committee, councillors said it is the "ideal location".
But despite gaining planning permission, the project still relies on further funding.
The venture is looking for 5 million from the Big Lottery.
A spokeswoman for Building Schools For The Future, which is behind the plans, said: "Although this is great news, we still need to have funding in place. We hope full planning permission will allow us to take our plans forward."
