NOTTINGHAM City Council is having extra help from the Electoral Commission after failing to check and find new voters for the third year running.
The city was one of only two councils in the country which has failed to meet the standard required. The only other council was Barnsley.
In a report recently published by the Electoral Commission it states: "Both these Electoral Registration Officers (EROs) have been below this standard for the past three years and we will be working with them to review their performance.
"We will highlight any area in which they believe they are still failing to improve."
However, the council did meet or exceed the criteria for all other elements including maintaining the property database, carrying out house-to-house enquiries and public awareness strategy.
A council spokesman said: "We meet or exceed all but one of the criteria required of us by the Electoral Commission.
"Within the single standard that we don't meet, we do carry out most of the tasks required.
"However, we have subjected ourselves to rigorous self-assessment and have identified that we don't meet all of the tasks within that standard continuously throughout the year.
"We have therefore agreed additional staff resource to help us towards achieving this standard in future."
