EAST Midlands Ambulance Service says it is "determined to get it right" after failing to hit targets for reaching seriously-ill patients.
The service responded to 72.4% of life-threatening calls in eight minutes, against a target of 75%.
It also failed to reach 95% of patients with serious but not life-threatening conditions in 19 minutes. The service's figure for 2010-11 was 88.3%.
Deputy chief executive David Farrelly said: "These are deeply disappointing results.
"We were hitting the target until the severe snow and ice hit us in the last week of November. The prolonged cold spell brought a dramatic increase in patients.
"We are determined to get it right for patients, though."
The service received a higher number of calls during the year, with 205,248 to life-threatening conditions, compared with 186,643 in the previous year.
Serious but not life-threatening calls rose from 246,947 to 247,113 in the same period.
